Transport master planning and capacity enhancement for the future realization in Kinshasa City, the capital of the Democratic Republic of the Congo

Challenges

Kinshasa City, the capital city of the Democratic Republic of Congo (hereinafter referred to as “DRC”), is one of the major mega cities in Africa with its population of about 12.5 million people (2017), which is projected to grow up to 25 – 35 million in 2050, making the city the largest city in Africa. The need to support the mobility of these residents and visitors in their socio-economic activities is growing rapidly. However, due to many years of civil war and political instability, planned urban development, transportation infrastructure and service development have not been carried out. As a result, the railway has become dysfunctional and the bus services, deemed to support the mobility of low and middle-income populations, is also unmanaged and has not reached a sufficient level of service.

Services

OC Global supported the formulation of the Urban Transport Master Plan in Kinshasa City (PDTK) from 2017 to 2018, which was developed as a sub-plan of the urban development plan (SOSAK: Strategic Orientation Scheme for Kinshasa Metropolitan Area). The PDTK was officially approved by the provincial assembly of Kinshasa in 2019 as the official transport master plan in Kinshasa City. The PDTK suggests short-term, mid-term and long-term programs from 8 areas; urban railways, a BRT (Bus Rapid Transit) system, bus and para-transit services, roads, traffic management, traffic safety, water transportation, and organizational and financial arrangement.

After that, OC Global started to support a technical corporation project for the implementation and realization of the PDTK with the Ministry of Infrastructure and Public Works (MITP). This project aims to provide technical and capacity enhancement of various stakeholders in Kinshasa City from three viewpoints: 1) establish a coordination and monitoring system for the implementation and monitoring of the PDTK, 2) establish a transportation infrastructure development approach including land consolidation, and 3) improve public transport operations. This project contributes to the future realization of the PDTK to make Kinshasa City more sustainable and resilient in the long term.
