Smart City Planning in Luang Prabang City

OC Global developed the master planning of smart city development in Luang Prabang City, Laos, based on a wide range of services such as issue analysis, stakeholder interviews, and the creation of a vision, direction, and roadmap. This project was the first step of the international cooperation between ASEAN countries and Japan for smart city development.

Background

The tourist city of Luang Prabang in Laos is one of the 26 cities that are striving to promote projects through collaboration with private enterprises and foreign countries under the ASEAN Smart City Network (ASCN). In 2019, the Ministry of Land, Infrastructure, Transport and Tourism of Japan established the Japan ASEAN Smart City Network public-private council (JASCA), with the aim of disseminating Japan’s technology and experience to ASCN cities and building relationships with partner countries. Afterwards, Japan proposed the framework for cooperating towards the development of smart cities in ASEAN, called Smart JAMP, which was welcomed by each country and city. Luang Prabang was the first target city of this. The project is expected to promote initiatives that will lead to the overseas expansion of Japanese companies.

Services / Work

The goal of the project was to develop the master plan of smart city development in Luang Prabang City, and OC Global mainly delivered the following services:

  • Survey and analysis of the current issues in Luang Prabang City.
  • Determination of the vision and direction for smart city development in major sectors.
  • Interviews with Japanese companies that are interested in expanding into Luang Prabang and participating in the smart city business.
  • Selection of priority projects.
  • Proposal of the project packages.
  • Design of the roadmap.

Outcome / Results

Based on the multifaceted surveys and interviews, OC Global:

  • identified the potential of the tourism industry in Luang Prabang City, and set a vision to grow as an international tourist city by 2030 by means of smart city construction and socio-economic development.
  • designed the strategies for achieving the vision by smart technologies in terms of multiple sectors, such as transportation, infrastructure, tourism, and telecommunication.
  • investigated the target sites and developed spatial master plans for each, with consideration of the current industrial and social situation, and the future scenario under the vision.
  • proposed priority projects and their future development along with the roadmap of short-term, mid-term, and long-term targets. As an example, one of the projects focused on the area including a train station and sightseeing spots where economic growth, a change in urban structure being anticipated due to tourism. The necessity of formulating an urban planning master plan and the application of digital twin technologies were identified and proposed.
