Challenge

The Lach Huyen deep-sea port is being developed as an extension of Cat Hai Island near the city of Hai Phong to (1) support the growing demand for containerized cargo and large container vessels in northern Vietnam, and (2) boost the economic development and international competitiveness of the northern region and Vietnam overall. Cat Hai Island is separated from the mainland by a straight of about 5 km. Thus a river bridge and access roads were needed to connect the port with the Vietnam mainland.

Services

OC Global was the lead firm for the feasibility study and detailed design of the whole Lach Huyen Port project. For the procurement and construction supervision phase, the port component and access road component were decoupled into two consulting contracts. OC Global leads the consulting joint venture of the access roads and bridge package. The full list of services provided during the procurement and construction supervision phase of the access road are as follows:

  • Review of engineering survey data and the detailed design output;
  • Assistance in the bidding process and contract negotiation
  • Construction supervision under FIDIC-based contract management, including material check, site inspection, quality & schedule control, certification of interim payment of the Contractor, and assessment of variation requests for both permanent and temporary works.
  • Environmental and social management / monitoring;
  • Technology transfer to the Client’s staff on technical, managerial, and contractual topics;
  • Assistance and supervision on construction safety;
  • Coordination of other related works with relevant authorities;
  • Preparation of operation and maintenance (O&M) manual for highway and bridges; and

Designing or reviewing any required supplemental works

Results

The 5.44 km sea bridge has a pre-stressed concrete (PC) box girder superstructure. All sub-structures are formed from reinforced concrete. The foundations of the approach bridge sections with 60 m span length are steel pipes (D = 0.8–1.1 m) and bored (D = 1.5 m) piles. The foundations of the main bridge utilize steel pipe sheet pile foundations (D = 1.2 m). The superstructure was erected by the span-by-span erection method for most of its length, but the 490 m main bridge (95 m + [150 m x 2]+95 m) over the navigation channel was erected by the balanced cantilever erection method. The complete access road link is 15.63 km in length, 4 lanes, 16 m in width and includes two river bridges and two flyovers passing over the Hanoi–Haiphong Expressway. The river bridge was completed in 2018, and as of late 2018 work on the flyovers is continuing with completion expected by the end of 2019.

Soft soil treatment was performed for stabilization of the approach roads utilizing  plastic vertical drains, sand drains, and sand compaction piles. The foundation and substructure works for the main bridge were conducted using platform and barge.
