The seminar was co-organized by the Asian Development Bank (ADB), the Agence Française de Développement (AFD), and MobiliseYourCity. The Deputy Minister of the Ministry of Public Works and Transport and the Vice Governor of Phnom Penh delivered opening remarks.
Mr. Owada was invited as a presenter based on a recommendation from the JICA Cambodia Office due to his involvement as the overall coordinator in the “Data Collection Survey on Urban Transport in Phnom Penh,” a project under Japan International Cooperation Agency (JICA). During his presentation, he discussed the challenges and development scenarios for urban transportation in Phnom Penh. The rapid increase in private vehicle ownership and ride-hailing services (RHS) with three-wheeled vehicles in Phnom Penh has made addressing traffic congestion an urgent issue.
During the panel discussion, there were lively discussions on future visions for achieving sustainable urban transportation systems. Mr. Owada emphasized the need for a comprehensive approach and collaboration among relevant agencies to improve the operation of city buses and access to bus stops, introduce bus priority signals, and address on-street parking as part of efforts to promote public transportation.
