Dr. Phan Le Binh, Chief Representative of the Vietnam Office of OC Global (Oriental Consultants Global Co., Ltd.), appeared on Vietnamese state television VTC News and commented on the North-South high-speed railway project in Vietnam.

The total project cost of the North-South high-speed railway project in Vietnam is estimated at approximately USD 67 billion, and the project has attracted significant attention as the largest infrastructure project in Vietnam’s history. At the same time, there remain strong concerns that such a massive investment could become a burden on national finances in the future. In response to these discussions, Dr. Binh expressed the view that “investment in high-speed rail is not a ‘public debt trap,’ but rather a large-scale investment that will circulate funds within the Vietnamese economy.” He also referred to the possibility of participation by private companies, suggesting that Vietnamese companies such as THACO, Hoa Phat Group, and VinSpeed may play an important role in the future, including in the development of supply chains for the railway industry.
Furthermore, while comparing the successful expansion of China’s high-speed railway network with the challenges faced in Taiwan in integrating different technological systems, Dr. Binh introduced important lessons for Vietnam in advancing technology transfer negotiations and project management. He emphasized that a long-term strategy, including technology selection, contract management, and human resource development, is essential in order to avoid repeating the issues that occurred in past urban railway projects.
