Consulting Services Obtained for the “Bhutan: Distributed Solar for Public”
Oriental Consultants Global Co., Ltd. (OC Global, Headquarters: Shinjuku-ku, Tokyo) secured the consulting services for the Bhutan: Distributed Solar for Public, implemented by Druk Green Power Corporation Limited (DGPC), the public power corporation solely responsible for power generation, particularly hydropower, in the Kingdom of Bhutan, with financing from the Asian Development Bank (ADB). The contract between OC Global and DGPC was formally signed on July 30th, 2025. OC Global has an established track record in Bhutan through infrastructure-related projects such as roads and hospitals. Through this project, OC Global will also contribute to the development of the renewable energy sector in Bhutan.
This project involves a series of consulting services for the plan to install a total of 7.83 MW of decentralized solar power systems on the rooftops of more than 200 existing public buildings located in three cities, including the capital Thimphu. The services cover detailed design review, construction supervision, environmental and social safeguards, contract management, establishment of operation and maintenance systems, and capacity building of DGPC. The project is intended to promote the introduction of renewable energy in Bhutan and to contribute to the diversification and stabilization of power supply.
Bhutan relies primarily on hydropower, utilizing its abundant water resources as the main source of electricity. However, the country also faces challenges such as electricity shortages due to reduced power generation during the dry season, the long time required for development, and regional disparities in employment opportunities. To address these challenges, the Government of Bhutan is actively promoting the utilization of the country’s abundant solar resources in order to complement hydropower and enhance energy self-sufficiency. This project constitutes an important step in materializing this national strategy.
The decentralized solar power systems introduced under this project will make effective use of the rooftops of public buildings and existing infrastructure, serving as a model case for the efficient utilization of the country’s limited land space. Through the optimal combination with hydropower, solar power systems will enable a stable supply of electricity throughout the year. Moreover, since their installation is subject to fewer geographical constraints compared with hydropower, solar power systems have significant potential to create diverse employment opportunities across the country. This project is expected to make a major contribution to strengthening the nation’s energy security, achieving sustainable economic development, and fostering human resource development.
