On March 5, 2025, the Seminar for Japan-France Corporate Collaboration in the Overseas Infrastructure Sector, hosted by Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT), was held in Otemachi, Tokyo.
Dr. Reiko Abe, Executive Officer and Chairperson of Oriental Consultants India Private Ltd. (OC India), and Mr. Shinya Nakamura, Executive Officer of the Project Management Office for Railway Developments in the Philippines, from Oriental Consultants Global Co., Ltd. (OC Global), participated as speakers.
The seminar, conducted in a hybrid format with both in-person and online participation, attracted over 100 attendees. It aimed to share insights on Japan-France collaboration and facilitate the formation of future projects.

The event opened with remarks from Ms. Naomi Ota, Counsellor at the Minister’s Secretariat of MLIT, followed by a guest address from Mr. Christophe Grignon, Economic Counsellor at the Embassy of France in Japan. Representatives from foundations and private companies then presented on the potential for Japan-France collaboration, showcasing successful partnership examples.
During their presentations, Dr. Abe and Mr. Nakamura highlighted Japan-France collaboration in metro projects in India and shared insights on successful joint efforts between OC Global and French companies beyond India.
OC Global collaborates with French companies across various sectors and regions, including:
• Railway projects in India and Bangladesh
• Road and port projects in Côte d’Ivoire
• A transportation master plan in the Democratic Republic of the Congo
• Road infrastructure projects in Bhutan
These collaborations exemplify the strong partnership between Japanese and French firms in the global infrastructure sector.
