Dr. Phan Le BINH, Deputy Chief Representative of the Vietnam Office of OC Global (Oriental Consultants Global Co., Ltd.), appeared on a news program on Hanoi Television’s Dai Truyen hinh Hai Noi in Vietnam. Being an expert in transportation planning, Dr. Binh was asked to comment on the widening of the 2nd Ring Road in Hanoi. Dr. Binh said, “The estimated cost of the 4-km widening section is about 130 billion yen, 90% of which is estimated to be for the cost of land expropriation. Although the cost is high, we should proceed with the construction because the economic effect of easing traffic congestion expected from the widening is not small.”
