Oriental Consultants Global Co., Ltd. (OC Global; Headquarters: Shinjuku-ku, Tokyo) has been implementing the Japan International Cooperation Agency (JICA)’s technical cooperation project, Refugee Camp Improvement Project, in Palestine over two consecutive phases since 2016. As the on-site activities of the project have come to a close, the Department of Refugee Affairs (DoRA) of the Palestine Liberation Organization (PLO), the counterpart organization, presented a Letter of Recognition to Mr. Masaya Sekiguchi, Deputy General Manager of the Urban & Regional Development Department at OC Global, and to the experts team.

More than seventy years have passed since the displacement of the Palestinian refugees. The overcrowded housing conditions, aging infrastructure, and economic challenges such as unemployment and poverty in refugee camps have become increasingly serious.

Under this project, Camp Improvement Forums (CIFs), comprising representatives from various segments of camp residents, were organized in refugee camps across the West Bank. Based on residents’ needs, Camp Improvement Plans (CIPs) were formulated, and mechanisms for implementation and financing were established. Furthermore, by disseminating the framework for these improvement activities, the project contributed to strengthening the capacities of DoRA and community organizations within the camps.

As a result, residents who previously had few opportunities to express their views have become more actively engaged in improving their living environment. This has led to stronger social ties, a greater sense of belonging, and enhanced community unity.
