All funding bodies, such as the Japan International Cooperation Agency, the World Bank, the Asian Development Bank, or the European Bank for Reconstruction and Development, require borrowers to follow exacting guidelines for the engagement of consultants, suppliers, and construction contractors (generally referred to as “procurement”).
